COFPAES Elects Garland Rose as Chairman for 2014

The Council on Federal Procurement of Architectural and Engineering Services (COFPAES) has announced the election of Garland Rose, Jr., P.E., D.WRE, F.ASCE as Chairman for 2014.
Rose was elected chairman to a one-year term as chairman by the delegates from the five COFPAES member organizations during the Council's meeting in Washington, DC.
Mr. Rose is Chairman Emeritus on the Board of Directors of Barge Waggoner Sumner and Cannon, an engineering and architectural firm based in Nashville, TN. He has been involved in the American Society of Civil Engineers (ASCE) throughout his career and was a past Chair of the Public Policy Committee.
"Mr. Rose has extensive knowledge of federal A/E selection procedures and is an effective advocate for qualifications based selection (QBS). As the chair of the ASCE Public Policy Committee, he has a deep understanding of Federal policies that impact the engineering, architecture and related services profession," said John Palatiello, COFPAES Administrator.
Since its inception in 1966, COFPAES has provided the design community with a common voice on federal procurement law and regulations. COFPAES continues to serve the American public as a well-known and respected forum for the consideration of policy and operational changes in the selection procedures for design professionals. Because of its emphasis on professionalism in the procurement process, COFPAES assists the federal government in assuring that the design of projects to satisfy the building, infrastructure, resource and program management needs of our Nation are conducted in an efficient and quality manner.
 The member organizations of COFPAES are the, the American Institute of Architects, American Society of Civil Engineers, MAPPS - the association of private geospatial firms, National Society of Professional Engineers, and National Society of Professional Surveyors.
