A big issue in our State has been rent-a-crew surveys. In order to insure that survyes are being performed with sufficient professional review, I propose the following be added to the minimum standards.
This definition is to be added to the Minimum Standards.
Responsible Charge: A Registered Professional Surveyor or Surveyor in Training shall be deemed to have exercised Responsible Charge of a land boundary survey after having physically visited the parcel being surveyed and personally directed the survey personnel during the collection of data OR after having physically visited the parcel being surveyed and reviewed the field notes of that survey in conference with the survey technician that personally directed the collection of data.

| I think your definition is not so much new as assertive of the traditional meaning of responsible charge. And I agree with it. In the Oct. 2001 issue of PS, I wrote an article on the meaning of responsible charge (available in the PS archives). I mainly took the NCEES to task for providing a watered down definition, which unfortunately has been adopted by many states (not, as far as I know, by LA).
