this town i live in is saying i need to have a foundation survey done, if the structure i'm building will be "within ten feet of any required yard"

can someone translate this into english for me? I've called a few surveyors today and none were sure what it meant...from what i can tell it means the property line...can someone confirm or dis-confirm this?
