My understanding is that a general GPS device can be as inaccurate as 10 to 100 ft .
In addition,it can vary each time one takes a reading.
is this so ?
Does accuracy get worse as one moves from flat land to steep and or hilly land?

you are correct as far as autonomous location is concerned.  More often than not, when the military has selective availability turned off, the average is under 10 meters.

However constrained location(using a known point as control) will consistently locate the same point within a 1 cm radius (95% probability).
