Questions about Base Flood Elevation (BFE) |

Hello....I am thinking about buying a lot at the coast in an AE flood zone and am looking for some information as to how high the house will have to be to get the best flood insurace rate.
Based on the FIRM maps the BFE elevation is 13 feet. From what I undersyand this is 13 feet about sea level and has nothing to do with the elevation of the property above sea level. So my question is what detemines how high a house has to be to be 2 feet above the 13 feet BFE level? Does it depend on the elevation of the property or is it just based on the BFE level?
As you can tell I am not a surveyor so my questions may not make any sense and if that is the case I apologize.
